About Mark

Mark is a Chartered Quantity Surveyor with over 30 years of professional experience on a wide variety of projects in both size and complexity. He specialises in quantity surveying, cost engineering, strategic procurement, contract and commercial advice, measurement, valuation of works, final account resolution, forensic quantum investigation and quantum expert witness consultancy.

Mark has experience in most forms of procurement and methods of measurement. He regularly provides provides commercial and quantum advice to private clients, local authorities, contractors and sub-contractors.

Mark also provides expert quantum reports in the context of legal disputes, and from time to time works directly with other court experts to address the issue of quantum within their own reporting. In addition to party work, Mark has also carried out work as adjudicator and as expert determiner.

Experience

Some of Mark’s notable recent works include:

  • Preparing an expert quantum report for a mechanical installation sub-contractor in defence of £1m claim related to alleged defective gas pipework installation to a new housing estate.
  • Working with another expert in relation to a £7m claim  related to alleged additional groundworks required to a new housing scheme; work included a forensic examination of contractors records and cart away logs.
    Providing expert quantum advice in a £3m claim against Moldovan contractor. Including liaison with other experts and compliance with international arbitration standards.
  • Advising in relation to a $10m defective works claim related to a turbine installation to a hydropower project in Canada. Including liaison with Chinese contractor and international solicitor as part of International Arbitration process.

Qualifications

Mark is a member of the Royal Institution of Chartered Surveyors (MRICS), and has formerly been an AICA registered adjudicator, and an associate of the Confederation of Construction Specialists. Mark is regulated by the RICS.
